A Sanctuary for Houseless Youth Under Threat

WHO ARE WE
Block 13 is a self-governed, grassroots encampment created by and for houseless youth. Tucked into a small, safe stretch of land close to vital community, a midway point between the youth shelter and all the HYC services that offer food and other services. Block 13 offers more than just tents and tarps, it provides affirmation, care, and mutual support in a world that too often denies houseless people all three. For many residents, this is the first place they’ve felt safe enough to exist as themselves.

This is not just a place to survive
Block 13 is a community built with intention, it is a place to thrive in an environment that would otherwise be impossible to thrive in. Residents of Block 13 actively support one another and maintain a strong sense of accountability, readiness to act and care for those around them, and an aspect of family that is inclusive and accepting. While the camp understands the realities of trauma and substance use, it remains as drug-free as possible. This effort helps keep the space stable, safe, and grounded in collective wellness. This camp does not judge or accuse, instead, they will listen as so many others choose not to.
The heart of Block 13 has always been simple: it’s a safe place to land when you have nowhere else to go. It’s where someone will be looking out for you, even when the rest of the world has turned its back. That’s what we’ve always been—a community rooted in care, protection, and the belief that every houseless youth deserves safety, dignity, and a chance to breathe. Block 13 doesn't discriminate, they activate.
The youth of Block 13 face constant threats from systemic neglect, houselessness, police and civilian harassment, homophobia and transphobia. Now, they face another danger: Rapid Response: Bio-clean, a privately owned company contracted to displace and sanitize encampments under the guise of public safety. These “sweeps” are violent and traumatizing, often destroying vital belongings—medications, documents, gender-affirming gear, and survival supplies.
